I think if I was going to make it look different I'd use suspended fluorescents, but decent linked ones, not just a few 6' fittings with diffusers, and then stick some other lighting above reflecting back off the ceiling to fill the gaps, or even spots lighting the odd renoir you have from the top of the fluo's. Problem is, you don;t have the height to do that and make it look effective. You need to find some decorative additional lighting, you could use some LED's for this as the fluo battens will take care of the actuall required light.

ive seen a small security hut with led lighting it was strips fitted in 20mm clear conduit quite effective but useless for work light

Well, thanks a lot for not telling me that earlier. B&Q have closed now, so I'll have to wait till tomorrow to take them all back.
Just stick those over your desk, keep the lux up, and get a 500W halogen for the rest of the rooms general lighting. Works on sites, should be fine for the office.
This is getting too complicated. How about some standard pendant lights, no shades, bare bulbs to maximise light output, and get some net curtains too, those grubby ones. Maybe a gold tissue box too.
